These are bootlegs and quite illegal. Many of these companies record episodes off TV and put them on DVD; very poor quality for what you pay for.
CBS/Paramount owns the home video rights to the series and, given the success of Diagnosis Murder and Perry Mason on DVD, will likely be issuing legal Matlock DVDs. These will be uncut.
